in connection with complaint of Swedien Kinister as to maila removed from 8.5."Japan" telegraph whethur "Japan" voluntarily enteros Hong Kong territorial waters but without intention of landing any mails with a view to their being forwarded by local postal administration whether mails removed from ships in such circumstances are treated in same way as pails entrusted by another postal administration to that of Hong Kong, whethor any maile have been removed at Hong Kong from ships ordered into pert when on high seas and if so whether they havobean treated similarly.
